There&#039;s a minor league and major league phase, so it gets complicated, but basically to be eligible for/unprotected from the draft, players need to have been signed with their team for several years and not included on the 40-man roster. So recently-drafted high school guys like Matzek don&#039;t need to be on the 40-man for a while.

What keeps most players from being drafted is the requirement that they spend an entire year on the MLB active roster.  So he&#039;s got to be worth the MLB spot.  Usually players who&#039;ve never played above A ball are safe, but like Everth Cabrera and Johann Santana, sometimes you lose them.

Minor league levels have their own version of the reserve list and draft (40-man roster being the MLB team&#039;s &quot;reserve list&quot;), and so AAA teams can draft AA players, AA draft A ball.  Not sure of how extensive all that is.</description>

		<description>Gotta bring betancourt back. Morales will continue to improve and I think the club could probably do without biemel. I think morales just got tired towards the end of the season. Remember, this was the first time morales worked out of the bullpen and for the most part was remarkable. His fastball was approaching the mid to upper 90&#039;s and his stuff was electric. I think he has better stuff than biemel&#039;s and he&#039;s not reached the top of his game yet. 

It&#039;s too bad about atkins. He has been a bug part of this club until this season. It would be nice to see him get a fresh start.</description>

		<description>Betancourt is a no-brainer re-signing, whether it&#039;s picking up his option or restructuring a new deal.  Then again, couldn&#039;t they decline the option and offer him arbitration?  If that&#039;s the case and he declines, you get draft picks, right?  Still, I think he&#039;s too steady/too valuable to let go.

Not sure about Randy Flores.  Maybe you don&#039;t want to pay Beimel, but there&#039;s got to be better LOOGY options than Flores, who just isn&#039;t very effective against lefties.  Morales?  Now that&#039;s a lefty-killer.  But you&#039;d love to see Morales play a larger role than that.  If he can handle it.

Matt Reynolds?  There&#039;s a guy who flew under the radar.  I&#039;ve got to say I had no idea he put up those fine component stats. 

And Tracy, I&#039;m pretty excited about the Colorado Springs staff.  Chacin, Rogers, and Deduno -- and Greg Reynolds, if he&#039;s ever healthy enough -- all have big-league talent.

I think Atkins does get left off the 40 man.  After this past season, I can&#039;t see him getting more than a 1 year/$3 million type deal.  I&#039;m watching a club right now -- the Phillies -- who could use a RH corner man/bat off the bench like that. I really don&#039;t see Atkins getting a chance to start anywhere other than a really rotten team.  Too bad.  I always liked him as a player, and I hope he&#039;s able to reestablish himself somewhere.</description>
