I remember an article about how Sal was hoping to get on a the players' health insurance because of this ailing child. What kind of benefits are offered to low-level managers and coaches?

Good for Sal. He was interviewed on the Sky Sox radio programs a few times, seemed like he would make a pretty good manager.

Fred,

Simple reason _ rosters have to be filled and ultimately few players on any minor league club are prospects. These guys have been in the organization for a year, so the Rockies know and presumably like their makeup.
And resigning them in November doesn't automatically mean they'll make it through spring training and be on a team when the 2010 regular season starts.
